REPORT TO:                       Principal Secretary

 

Duties and Responsibilities:

  1. Prepare relevant policy papers for submission to the Cabinet. Cabinet Memorandums on complex matters will be undertaken in liaison with the Legal Adviser.
  2. Provide legal advice to the Department, Seychelles Diplomatic Missions and other Government Departments.
  3. In liaison with the Legal Adviser draft and review bills, especially those with international law components.
  4. Prepare papers to Government or to assist other Ministries, Department and Agencies (MDAs) to prepare briefs, Memorandums to Cabinet, Information Notes, etc. in the context of signature, ratification, accession and acceptance of bilateral, regional and international instruments or treaties such as conventions, protocols, declarations.
  5. Responsible for the Seychelles procedure for Execution of Treaties as provided for in Article 64 of the Constitution and ensure that Foreign Affairs Department and other Government Agencies and Departments abide accordingly.
  6. Responsible for ensuring that Requests for Assistance on Criminal and Civil matters from foreign countries are forwarded to the national executing agencies and that due response is conveyed to the requesting State.
  7. Draft, review and/or provide comments on draft bilateral agreements (including MOUs) between Seychelles and other States within the context of the national legislation and other pertinent international obligations of Seychelles. Complex bilateral legal instruments will be undertaken together with the Legal Adviser.
  8. Responsible for the preparation and updating of guidelines for signature, conclusion and submission of bilateral treaties.
  9. To prepare Instruments of Full Powers for signature of Treaties by authorised officials.
  10. To draft instruments for signature, ratification, accession, acceptance, denunciation to multilateral treaties by the Republic, to be signed by the President.
  11. Together with the Legal Adviser, prepare the Universal Periodic Review (UPR) of Seychelles.
  12. Develop and provide training on legal matters.
  13. Supervise and manage the staff of the Unit by assigning tasks, preparing allocation of dossiers, communicate job expectations, and monitoring and appraising their performance.

Qualifications and Experience:

Master’s Degree in Law plus five (5) years’ work experience;

Or

Degree in Law and seven (7) years’ work experience
