OBJECTIVES AND KEY TASKS

  1. The Second Secretary will handle legal issues within the context of International Law.
  1. Norms of International Law are mainly established under legal instruments commonly known as treaties, which include, Conventions, Protocols, Charters, Statutes and Agreements; at all levels: bilateral, regional and international. The Second Secretary needs to be familiar with these, and be acquainted with developments in International Law, including current events.
  2. As the work of the Legal Affairs Unit extends to matters linked to Human Rights, consular affairs, diplomatic affairs, criminal matters, etc., the Second Secretary is expected to have, in addition to the expertise in International Law, the necessary skills to make use of and interpret the laws of Seychelles.
  1. Provide legal advice within the Ministry and to other government departments and agencies on matters of international law.
  2. To participate in the process for conclusion of bilateral treaties (Agreements, MOUs) including the drafting and reviewing of texts, consultations and/or negotiations with relevant Ministries/Departments/Agencies or foreign countries, and arrangements for printing and signature of texts.
  3. To prepare papers to government or to assist other Ministries to prepare (briefs, memorandums to Cabinet, information notes, etc.) in the context of signature, ratification, accession or acceptance of bilateral, regional and international treaties.
  4. Responsible for the Database of multilateral treaties Seychelles is party to.
  5. Oversee and act upon tasks related to the legal aspects of Seychelles’ relations with international organizations under allocated portfolio e.g. the UN Human Rights Council and matters of International Humanitarian Law (IHL).
  6. To prepare Notes Verbales (Diplomatic Notes) on issues under his/her dossier.
  7. To attend overseas missions. This includes the preparation of mission reports and, occasionally, preparation of papers to be presented during the mission
  8. To represent the Department of Foreign Affairs national rights committees or boards, etc., as instructed by the supervisor.

MORE SPECIFIC DESCRIPTION OF DUTIES

  • Provide legal advice within the Ministry and to other government departments and agencies on matters of international law.

QUALIFICATION AND EXPERIENCE

  • First Degree in English or French or Diplomacy plus six months up to one year on the job training. Mastery of other languages is an advantage.

PHYSICAL REQUIREMENTS

  • Masters Degree in International Law, or
  • Masters Degree in any other relevant field of Law, or
  • Bachelor’s Degree in International Law or Law Studies, including 3 years relevant working experience
