On the margins of the 9th Indian Ocean Conference in Balaclava, Mauritius, the Minister for Foreign Affairs and the Diaspora of the Republic of Seychelles, Mr. Barry Faure, held bilateral meetings with his counterpart from Bhutan, as well as high-level representatives from Egypt and the European Union.

In his exchange with H.E. Lyonpo D.N. Dhungyel, Minister for Foreign Affairs and External Trade of the Kingdom of Bhutan, the two Ministers took stock of the deliberations of the 9th IOC and the lack of critical progress in the talks in Islamabad. They expressed disappointment as the continuation of instability in West Asia is having a destructive impact on world peace and prosperity in the region. Following from their recent discussions in Delhi in March, Minister Dhungyel invited Minister Faure to submit a fresh request for establishment of diplomatic relations between the two countries. This would pave the way to increased people-to-people exchanges and collaboration in areas of mutual interest, particularly in the tourism sector, environment and healthy living styles.

During the meeting with H.E. Mr. Mohamed Abu Bakr, Deputy Minister of Foreign Affairs, International Cooperation and Egyptian Expatriates for African Affairs of the Arab Republic of Egypt, discussions centred on preparations for the forthcoming 50th anniversary of diplomatic relations in July 2026, led by the Egyptian Ambassador in Nairobi. They also discussed how to progress with the establishment of a Seychellois diplomatic presence in Cairo which would play a significant role not only to expand Seychelles’ diplomatic footprint in Northern Africa and the Mediterranean region, but also further strengthen and structure bilateral engagement, including enhanced cooperation in areas such as health, pharmaceuticals, capacity-building and the economy. They also discussed the Africa Business Forum in June 2026.

Discussions with H.E. Oskar Benedikt, Ambassador of the European Union to the Republic of Mauritius and to the Republic of Seychelles, covered the spectrum of their relations and the broader economic and security challenges, including the impact of current global disruptions on tourism, air connectivity, and supply chains. Minister Faure welcomed the offer made by the EU Ambassador to assist Seychelles in its efforts to overcome the economic impact of the war in West Asia. Minister Faure also underlined the importance of balanced and regionally responsive approaches to bringing a legal finish to the prosecution of illicit maritime crimes, while reaffirming Seychelles’ continued commitment to constructive engagement with the EU.
