Minister Barry Faure Calls for a Russia-Africa partnership that translate into measurable outcomes for resilience, sustainable development and prosperity
Seychelles’ Minister for Foreign Affairs and Diaspora, Mr. Barry Faure, joined African and Russian counterparts at the Second Ministerial Conference of the Russia-Africa Partnership Forum in Cairo, to endorse a Joint Statement advancing a shared Action Plan for 2026–2029. The Joint Statement reaffirms a commitment to partnerships built on trust, solidarity and a common resolve to enhance security, resilience and sustainable development across the continent and its international partners.
Ministers from across Africa and Russia reviewed progress made since the inaugural forum and accelerated work on the Action Plan that will be finalised and adopted at the third Russia-Africa Summit, to be hosted in Africa in 2026. The Joint Statement endorsed at the conference identifies coordinated steps in key areas including health and education cooperation, trade and economic development, counter-terrorism and security, and collective action on environmental and climate challenges, with a clear focus on ensuring vulnerable states receive targeted support and improved access to finance.
In the joint statement, Minister Faure pressed for concrete measures that help Small Island nations and other vulnerable states overcome barriers to climate financing. He reiterated Seychelles’ call for all multilateral institutions and development partners to adopt the Multidimensional Vulnerability Index (MVI) as a practical tool to better streamline the process of accessing climate financing, especially for developing nations.
When addressing the conference, Minister Faure highlighted the need for the forthcoming Russia–Africa Partnership Forum Action Plan for 2026–2029, to outline an ambitious and balanced programme that advances Africa’s priorities and aspirations. The Minister stressed on the importance of implementing innovative solutions tailored to the unique vulnerabilities faced by African Island States, enabling them to play a more impactful role in the broader partnership.
He urged all stakeholders to collectively pool resources along with cutting-edge technologies to translate Russia-Africa ambitions into tangible results. The essentiality for the strategic action plan to focus intensely on the rapid maturation of artificial intelligence, which presents unprecedented opportunities, and the importance of establishing robust transnational regulatory frameworks that balance innovation with ethical oversight were also emphasised by Minister Faure.
The Minister was accompanied by Ambassador Conrad Mederic, Seychelles’ Permanent Representative to the AU and Non-Resident Ambassador to the Arab Republic of Egypt, Mrs. Johnette Stephen, Principal Counsellor, Ministry of Foreign Affairs and Diaspora and Ms. Ichia Esparon, Protocol Officer, Ministry of Foreign Affairs and Diaspora.
