Dr. Marina Confait
Principal Secretary for Foreign Affairs
Dr. Marina Confait is a specialist in Doctoral Education and Human Resources Development and is a career public servant for four decades. She holds a Doctor of Philosophy (PhD) in Doctoral Education from Edith Cowan University of Australia, a Master Degree in Human Resources Development, and a Diploma in Training and Development from the University of Manchester in the United Kingdom. She is a qualified and experienced Trainer having obtained a ‘Train the Trainer’ Certificate from the University of Pittsburgh, Pennsylvania, in 1986.
Dr. Confait is currently the Principal Secretary of the Department of Foreign Affairs having oversight of the management, administration and the diplomatic service. Previously, she was Principal Secretary in the Office of the Designated Minister, responsible for the coordination of projects in the following portfolios: Local Government; Youth, Sports, Culture; and Risk and Disaster Management.
She was the second Vice-Chancellor of the University of Seychelles, with effect from March 2012 to December 2013. Prior to that, she served for two and a half years as the Principal Secretary of the Employment Department responsible for the formulation and review of employment legislations and policies. Her previous position was the Chief Executive Officer of the National Human Resources Development Council (NHRDC), a government budget-dependent body corporate, responsible for human resource development policies, for three years.
Prior to these leadership and management positions, she held several middle management and senior positions, as she rose in the hierarchy, in various Ministries and Departments in the public service from January 1977 when she first joined the public service as a Secondary school Teacher.
Dr. Confait was an Associate Lecturer at the then Seychelles Institute of Management (now The Guy Morel Institute), where she taught on Human Resource Management and Development courses at Certificate, Diploma and Advanced Diploma levels. She supervised the dissertations of several students of the Diploma in Management and Advanced Diploma in Human Resources Development. Her areas of teaching expertise are: Human Resource Management, Human Resource Development, Train the Trainer, Training Needs Assessment and Employment legislations and policies.
She served on numerous high level Committees and Corporate Boards in the capacity of Chairperson, Vice-Chairperson or Member, nationally and internationally. For eight years, she chaired the Eastern and Southern African Management Institute (ESAMI), an inter-governmental of 10-Member States, Management Training Institute, with its headquarters in Arusha, Tanzania. She also chaired the National Human Resource Development Council and was a Member of the Tertiary Education Commission.
Dr. Confait has undertaken several consultancy works in human resources development, particularly in Training Needs Assessment, evaluation of training providers nationally and internationally. She also introduced and conducted Training Audits in the Seychelles public sector organisations.
Dr. Confait has written and delivered speeches on different occasions in various forums locally and overseas. She has presented in different forums including the Seychelles Cabinet of Ministers and in academic conferences in Perth and Adelaide, Australia.
She is fluent in the Seychelles three national languages: Kreol, English and French.
